On July 10, 2023, the representatives of the network of national contact points (PNC) of the Horizon Europe Program (HE), an entity maintained and managed by the National Agency for Research and Development (ANCD), Mr. Sveatoslav Postoroncă, Network Coordinator and Mr. Oleg Bujor, PNC for legal and financial aspects in HE, participated in a meeting organized within the General Police Inspectorate (IGP) of the MAI. The agenda of the meeting, carried out in an interactive communication format with the specialists of the IGP project management department, was dedicated to clarifications on a whole series of topics regarding the implementation of projects in the mentioned program, under the aspect of budget execution, such as:
• Elaboration, approval and modification of the budget at the writing and implementation stage of the project.
• How to plan the budget of a project proposal at the access/application stage.
• The conditionalities of the flexible budget.
• National and European legal aspects regarding the costs incurred.
• Execution, accounting and reporting of the budget executed within the public authorities.
• Financial reporting applicable from the point of view of the national legislation in relation to the European one.
• Elaboration of time tables.
• Legal provisions regarding the remuneration of employees in the project.
• Income taxation/social/medical contributions, as well as legal and financial aspects during the period of temporary interruption of the activity.
• Record and calculation of depreciation of purchases.
• Internal and external audits, etc.
The effort of the IGP is to be appreciated, resulting in the establishment of the Project Management Directorate, which demonstrated its ability to identify, access, coordinate and implement external assistance projects, deriving from the objectives and strategic needs of the National Police, by exercising one of the roles key in ensuring the maintenance of public order and compliance with the legislation of the Republic of Moldova, in dynamic development. The finding is substantiated by several impressive indicators, which denote the success of the institution on this dimension: 8 ongoing projects from the HE Program, obtained with a success rate of 32.08%, far exceeding the average indicator for the EU - 21.27%. The projects are from the "Civil Security for Society" field, and the areas of the categories they belong to refer to the activities: (i) innovation – 6 projects and (ii) research and innovation – 2 projects. Taking into account the basic attributions of police activities, among which scientific activity is not a priority, the mention in the chapter of the multilateral development of employees and the high degree of professionalism in the ascendant is welcome.
For ANCD, such workshops are extremely welcome, having concrete topics in processing by assisting with offering the solutions requested by the target groups. The realities speak of the access of the potential beneficiaries of the HE Program to new qualitative steps, from the assimilation of the information disseminated by the members of the PNC network to implementation activities following the access to external funding through the successful submission of proposals for such projects.
On Friday, July 7, 2023, at 09.00, in the Digital Media Production Center MEDIACOR in the Republic of Moldova (large hall), on the premises of the State University of Moldova, the presentation event "Projects of cooperation with the Republic of Moldova", was held, moderated by Mr. Adrian Curaj, General Director of UEFISCDI from Romania.
The call for proposals was announced on 3 July, and the deadline for submission of project proposals is 15 September, 16:00.
The National Agency for Research and Development will provide advisory support to potential applicants from the Republic of Moldova.

The National Agency for Research and Development (NARD) announces that following the cross-checking of eligibility results conducted by NARD and the partner institution from Türkiye – the Scientific and Technological Research Council of Türkiye (TÜBİTAK), the list of eligible projects to be submitted for evaluation has been compiled.
We remind you that the eligibility procedure for project proposals is carried out independently by NARD and TÜBİTAK for the proposals submitted by the team in each respective country.
Project coordinators have the right to appeal the eligibility results within 3 working days from the date of publication. Appeals can be sent to the address international@ancd.gov.md until December 24.

The National Agency for Research and Development (NARD) of the Republic of Moldova, in collaboration with the Higher Education and Science Committee (HESC) of the Ministry of Education, Science, Culture and Sport of the Republic of Armenia, announces the final results of the call for Moldovan-Armenian bilateral projects for the year 2026.
The objective of the call is to strengthen and deepen scientific and innovation cooperation between the Republic of Moldova and Armenia by facilitating academic mobility through joint projects in the fields of sustainable agriculture, biotechnology, social sciences, innovative technologies, digitalization, and environmental protection, in accordance with the priorities established in the National Program for Research and Innovation 2024-2027.
In accordance with paragraph 41 of Government Decision No. 382/2019 regarding the approval of the Methodology for financing research and innovation projects (with subsequent amendments and completions), the project coordinator may submit an appeal regarding the competition results within 3 working days from the date of publication. Appeals may exclusively contain objections regarding procedural and/or methodological violations.
