1. Moldovan-Turkish project proposals will be developed in the following areas:

 

- Engineering and technologies

 

- Environment (soil, water, climate)

 

– Energy

 

- Medical and health sciences

 

- Agricultural sciences and food security

 

- Social sciences related to global crises

 

- Earth Sciences

 

Only one domain can be selected within a project proposal.

 

2. The total amount of financial means for organizations from the Republic of Moldova is 3.0 million lei for the years 2024-2025, and may be increased or decreased depending on the number of projects declared winners. The total financing from the state budget of a project will not exceed the amount of 1.0 million lei.

 

The maximum duration of the project implementation is 24 months (January 2024 – December 2025).

 

Co-financing will be achieved from sources other than the budgetary ones, but it is not mandatory.

 

3. Conditions for participation in the contest

 

3.1 The beneficiaries of the financing of bilateral projects from the state budget are public law organizations in the fields of research and innovation, in accordance with art. 14-19, 95, 96 of the Science and Innovation Code of the Republic of Moldova no. 259/2004; point 2 para. 3), point 3, 6, 19 of Government Decision no. 382/2019 on the approval of the Methodology for financing projects in the fields of research and innovation.

 3.2 It is forbidden to submit projects in which some activities have already been financed or are being financed from other sources;

 

3.3 Conditions submitted to organizations:

 

  1) the organization has the right to carry out research and innovation activity based on the act of incorporation/statute;

 

  2) the organization is not declared insolvent according to the law or its bank accounts are not blocked, according to an irrevocable court decision;

 

  3) the organization must not have violated the provisions of another contract for financing projects in the fields of research and innovation concluded previously.

 

3.4 Categories of eligible expenses reflected in the budget of the bilateral project proposal

 

The estimate will be drawn up for the entire amount of expenses (from the state budget and co-financing), with their separate indication.

 

From the total amount requested from the state budget:

 

a) the remuneration of the personnel who are part of the research team, in compliance with the limits provided by the legislation in force and the related normative framework - up to 60%, including the employer's contributions;

 

b) procurement of raw materials, consumables, including reagents, animals, laboratory inventory necessary for carrying out the experiments for the purpose of the project - according to the needs of the project;

 

c) the organization of scientific events (conferences, seminars, symposia, workshops, etc. on the topic of the project) during the duration of the research project - according to the needs of the project;

 

d) business trips abroad and in the country according to normative acts - up to 20%;

 

e) editing and publishing monographs, scientific articles on the subject of the project, including the publication fee - according to the needs of the project;

 

f) services related to the project (experimental and production works) - according to the needs of the project;

 

g) laboratory equipment - according to the needs of the project.

  

Co-financing is considered eligible for the types of expenses indicated in p.3.4. LIT a)-g), without a certain percentage, depending on the needs of the project.

 

3.5 Categories of ineligible expenses:

 

a) the expenses for the maintenance and development of the public infrastructure in the fields of research and innovation used in the project (management expenses, location, repair, mobile phone services, information services, security, etc.) and the salary expenses of the administrative, economic-financial staff and technical;

 

b) Other expenses than those mentioned in p.3.4.

 

3.6 The estimate of expenses will specify the distribution of the amount according to the economic codes of the budget classification. All expense items will be solved and attached to the expense estimate:

 

a) The nominal list of executors, indicating the monthly remuneration and categories of employees;

 

b) the lists of materials, etc., with the indication of potential suppliers and the prices regulated by them in force at the time the financing request is drawn up.

 

3.7 The expenses are eligible after the signing of the contract and its registration by the Contracting Authority.

 

3.8 All fields must be completed in the Project Proposal Form, to which the documents provided in p.4 will be attached.

 

3.9 During the eligibility examination, the project proposals will be checked in order to meet the eligibility criteria according to p.1, 2, 3 and 4 of the announcement.

 

3.10 The volume of financial means is determined by the project manager, the manager and the accountant (economist) of the organization submitting the project proposal, who are responsible for the correctness of the calculations when estimating the project cost.

 

3.11 The calendar plan is determined taking into account the principle of reimbursement of expenses.

 

3.12 Any type of modification or improvement of the proposal itself after submitting the file to the competition will be excluded. Files (project proposals) that do not comply with the conditions of the competition will be declared ineligible.

 

3.13 As the leader of the project proposal can only be the person who holds the scientific title of doctor or doctor habilitate, confirms the relevance of the experience to the submitted proposal through published scientific works, as well as other scientific activities of the last 5 years.

 

3.14 One and the same person cannot participate as a project manager in more than one project proposal in the competition. The person is entitled to participate as a project manager in other launched competitions.

 

3.15 The management personnel of the organization in the fields of research and innovation are entitled to be in the capacity of project manager or executor with a maximum work rate of 0.5.

4.4 Declaration confirming the eligibility of the project proposal;

5. Method of presenting the project proposal and additional documents:

 

Organizations in the fields of research and innovation from the Republic of Moldova and Turkey will work together on the project proposal.

 

The standard form of the project proposal is completed and submitted online by organizations in Turkey on the page http://uidb-pbs.tubitak.gov.tr/.

 

The signed and scanned standard documents are sent in a single PDF file to the address: proiecte.itt@ancd.gov.md (the subject of the message will contain information about the name, surname of the project leader and the organization) and are presented on paper in - an original copy at the National Agency for Research and Development, bld. Stefan cel Mare și Sfânt no. 180, et. 11, off. 1100.

 

6. The deadline for submitting project proposals:

 

The deadline for submitting project proposals is 07.07.2023, 17:00.

 

Project proposals submitted after the established deadline are not examined by the Agency.

 

The agency will provide assistance and advice on the technical requirements for completing the standard forms and will respond to any request for clarification within 3 working days at most from the date of submission of the request by the participant, but no later than 5 working days before the date -limit for submitting project proposals. In the process of providing assistance and consultancy, the Agency will not get involved in content elements likely to affect the fairness of the contest.
